It is common within threatened societies that segments of those societies will choose to avert their eyes from the threat, or - a variation on the same theme - to rationalize it, interpret it as a response to manageable provocations, and seek to appease it. They will also typically blame elements of their own society - particularly those on the other side of cultural or social or political divides - as being the source of the provocations that have generated the danger.

There is a dilemma faced by those under attack. If they appease their enemies that rewards the aggressor for violence and so encourages the aggressor to be more violent and escalates the violence. Yet if they fight back, that can also escalate the violence by provoking retaliation from the aggressor. The solution may be an overwhelming attack. In his autobiography, "My American Journey," Powell wrote that he learned the following lessons from Vietnam and the Panama invasion:
